Central Communication Port (CPK) in Poland – investment potential, tenders and infrastructure development by 2032

Poland is planning one of the largest infrastructure projects in recent decades – the Central Communication Port (in Polish: Centralny Port Komunikacyjny, CPK). This investment, intended to serve as a new transport hub in Central and Eastern Europe, is currently in the preparatory and tender announcement phase.

According to announcements from Centralny Port Komunikacyjny Sp. z o.o., by the end of 2025 tenders worth approx. PLN 30 billion will be announced. These will include the construction of a terminal, railway lines and access roads. For infrastructure investors, this may present a potential area of long-term activity.

CPK as part of the transport system

The Central Communication Port project involves the construction of a new airport between Warsaw and Łódź, but also encompasses the development of railway and road networks, including High-Speed Rail. According to the plan, by 2032, travel time from major cities – Warsaw, Wrocław, Poznań and Gdańsk – to the new hub will be significantly reduced.

According to the Ministry of Infrastructure, the project has entered the operational phase. In 2024, tenders worth over PLN 8 billion were announced, with more to follow in the coming months – including for the terminal and the “Y” line connecting the main cities to the CPK.

Opportunities for the construction and logistics sectors

The project creates demand for execution contracts – both in construction and logistics. The value of tenders for key components – such as the terminal, road infrastructure and the BHS system – often exceeds one billion zloty. The selection of the contractor for the long-distance tunnel in Łódź, co-financed by EU funds, is already underway.

Expansion of connections with Gdańsk, Gdynia and Sopot, and the southern border is also planned, which could boost activity for companies operating in the rail transport sector.

International standards, local execution

As part of the Central Communication Port project implementation, cooperation has been established with international partners, including Incheon Airport in South Korea, which acts in an advisory capacity. The choice of such a partner may indicate an ambition to apply proven functional and organisational solutions that have been implemented in similar projects worldwide.

According to declarations by Central Communication Port Sp. z o.o., open contractor selection procedures and competitive tenders will be applied in project implementation. So far, investment schedules have been maintained, although many elements remain in the preparation phase before actual terminal construction begins.

Investment potential of CPK in a broader context

According to assumptions, in its first phase the Central Communication Port is expected to handle up to 34 million passengers annually, with the potential for expansion to over 50 million in later project phases. Functional zones are planned around the airport, including logistics, warehousing, service and technology centres, which could stimulate economic activity in selected regions. The estimated cost of the entire project by 2032 exceeds PLN 131 billion. This scale may attract long-term investors – especially in the transport infrastructure sector. At the same time, for a project with such a long time horizon, consistent schedule execution, a stable legal and regulatory environment, and effective inter-institutional coordination will be of key importance.
